                <content:encoded><![CDATA[<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">While Turkey's expanding diplomatic network in the African continent in recent years has enabled breakthroughs in all fields, the developments recorded have revealed that Turkey's relations with the African continent have undergone a great transformation not only quantitatively but also qualitatively. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">The number of Turkish embassies in Africa increased from 12 in 2002 to 44 in 2024. Turkey has been strengthening its relations with the African continent in all areas within the framework of the multidimensional and proactive diplomacy approach it has followed in its foreign policy in recent years. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">This process, which has gained momentum since the early 2000s, paved the way for both the increase of Turkey's diplomatic presence in Africa and the deepening of political, economic, cultural and humanitarian cooperation with the continent. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">The steps taken in many areas, from the increase in the number of embassies to the development of trade relations, from education to health investments, have brought Turkey-Africa relations to the level of a strategic partnership. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">These developments have revealed that Turkey's relations with the African continent have undergone a major transformation not only quantitatively but also qualitatively. Turkey's number of embassies in Africa, which was 12 in 2002, increased to 44 in 2024, while African countries also increased their embassies in Turkey. In addition, the number of African embassies in Ankara increased from 10 in 2008 to 38 in 2024. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">President Erdoğan became the leader who visited the African continent the most with 53 visits The increase in the number of Turkey's diplomatic missions has brought success in all fields, especially in the political, economic and cultural fields. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">With the increase in the number of diplomatic missions of Turkey, official contacts have increased. The number of reciprocal high-level visits in the last 5 years has exceeded 500. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">President Recep Tayyip Erdoğan made 53 visits to 31 African countries, making him the leader who visited the African continent the most. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">Agreements are signed in all areas With the increase in the number of Turkish embassies, there has been an increase in the number of agreements made by Turkey with African countries. To date, Turkey has signed Trade and Economic Cooperation Agreements with 49 countries from Africa, Mutual Promotion and Protection of Investments Agreement with 32 countries, Agreement on the Prevention of Double Taxation with 17 countries, Military Framework Agreement with 35 countries, Military Training Cooperation Agreement with 21 countries, and Defense Industry Cooperation Agreement with 29 countries. In addition, Business Councils were established with 49 African countries. Turkey's trade volume with African countries increased 9 times The opening of embassies also led to the growth of trade. </span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">While Turkey's trade volume with Africa was 4.3 billion dollars in 2002, it increased to 36.6 billion dollars by the end of 2024, increasing approximately 9 times.</span></span></p>

                <content:encoded><![CDATA[<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">In the General Assembly of the Grand National Assembly of Turkey, the Draft Law on the Amendment of the Turkish Civil Aviation Law and Certain Laws and Decree Laws was accepted and enacted at the end of the negotiations.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">According to the adopted articles, the Ministry of Transport and Infrastructure will be able to determine floor and ceiling fees for the services provided to ships in ports, piers and coastal structures, limited to a limited amount in order to improve maritime and inland water transportation and to provide a free, fair and sustainable competition environment.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">The mooring fee tariff will be determined by the Ministry of Transport and Infrastructure, not exceeding 2 liras per gross ton of the ship, taking into account factors such as the voyage of the ship for a one-day anchorage, the duration of anchorage, the monthly or annual lump sum, the reason for anchoring, and the place of anchorage.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Pilotage and tugboat services to be provided during the passage through the Istanbul and Dardanelles straits will be carried out by the General Directorate of Coastal Safety within the procedures and principles determined by the Ministry of Transport and Infrastructure. Real or private legal entities will not be authorized or service procurement will not be possible in this regard.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Port facilities operated by public institutions and organizations, port facilities privatized by the method of transfer/granting operating rights within the scope of the Law on Privatization Practices, and port facilities operated within the scope of the Law on the Implementation of Certain Investments and Services within the Framework of the Build-Operate-Transfer Model will only be able to provide pilotage and towage services for these facilities if there is a provision in their contracts.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Real or legal persons who provide pilotage and towage services will be charged a share at varying rates from the monthly gross revenue consisting of the revenues obtained from pilotage and towage and related services such as mooring and relocation.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">The share to be paid by real or legal persons providing pilotage and towage services will be deposited into the accounts of the Ministry's revolving fund management accounting unit until the 15th of the month following the month in which the service is provided. 50 percent of the deposited amount will be transferred to the central accounting unit of the Ministry to be recorded in the general budget until the 5th of the following month.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">In return for the greenhouse gas emissions emitted by commercial ships arriving at or leaving ports for cargo or passenger handling, the amounts calculated within the scope of the regulation and collected from ship owners will be recorded as special income in the table marked "B" of the general budget. The prices to be charged will be determined on the basis of the verified greenhouse gas emissions and the current carbon price of the European Union Emission Trading System, and this price will be paid every year until the end of September of the following year as the total price of the previous year.</span></span></p>

Kabul edilen maddelere göre, Ulaştırma ve Altyapı Bakanlığı, deniz ve içsular ulaşımını geliştirmek ve serbest, adil, sürdürülebilir bir rekabet ortamı sağlamak amacıyla sınırlı olmak üzere liman, iskele ve kıyı yapılarında gemilere verilen hizmetlere ilişkin gerektiğinde taban ve tavan ücretleri tespit edebilecek.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Demirleme ücret tarifesi, bir günlük demirde kalma süresi için geminin seferi, demirde kalma süresi, aylık veya yıllık toplu ödeme, demirleme nedeni, demirlediği yer gibi unsurlar göz önünde bulundurularak geminin grostonu başına 2 lirayı geçmemek üzere Ulaştırma ve Altyapı Bakanlığı tarafından belirlenecek.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">İstanbul ve Çanakkale boğazlarından geçiş esnasında verilecek kılavuzluk ve römorkörcülük hizmetleri, Ulaştırma ve Altyapı Bakanlığının belirlediği usul ve esaslar dahilinde Kıyı Emniyeti Genel Müdürlüğü tarafından yürütülecek. Bu konuda gerçek veya özel hukuk tüzel kişileri yetkilendirilemeyecek veya hizmet alımı yapılamayacak.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Kamu kurum ve kuruluşları tarafından işletilen liman tesisleri ile Özelleştirme Uygulamaları Hakkında Kanun kapsamında işletme hakkı devri/verilmesi yöntemiyle özelleştirilen liman tesisleri ve Bazı Yatırım ve Hizmetlerin Yap-İşlet-Devret Modeli Çerçevesinde Yaptırılması Hakkında Kanun kapsamında işletilen liman tesislerinin, sözleşmelerinde hüküm olması halinde sadece bu tesislere yönelik kılavuzluk ve römorkörcülük hizmetlerini verebilecek.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Kılavuzluk ve römorkörcülük hizmeti vermekte olan gerçek veya tüzel kişilerin, kılavuzluk ve römorkörcülük ile bunlarla bağlantılı palamar ve yer değiştirme gibi hizmetlerden elde ettiği gelirlerden oluşan aylık gayrisafi hasılattan, değişen oranlarda pay alınacak.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Kılavuzluk ve römorkörcülük hizmeti vermekte olan gerçek veya tüzel kişilerce ödenecek pay, en geç hizmetin verildiği ayı takip eden ayın 15’ine kadar Bakanlık döner sermaye işletmesi muhasebe birimi hesaplarına yatırılacak. Yatırılan miktarın yüzde 50’si takip eden ayın 5’ine kadar genel bütçeye gelir kaydedilmek üzere Bakanlık merkez muhasebe birimine aktarılacak.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Yük veya yolcu elleçleme amacıyla limanlara gelen veya limanlardan ayrılan ticari gemilerin saldıkları sera gazı emisyonlarının karşılığı olarak, düzenleme kapsamında hesaplanarak gemi sahiplerinden tahsil edilen tutarlar genel bütçenin "B" işaretli cetveline özel gelir olarak kaydedilecek. Alınacak bedeller, doğrulanan sera gazı emisyonları ile Avrupa Birliği Emisyon Ticaret Sistemi güncel karbon fiyatı temel alınarak belirlenecek ve bu bedel her yıl, bir sonraki yılın eylül ayı sonuna kadar bir önceki yılın toplam bedeli olarak ödenecek.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Ticaret gemilerinin tahsis edildikleri işlere ve yapacakları yolculuklara göre tekne, makine, kazan, genel donanım, can kurtarma, yangından korunma ve yangın söndürme, seyir ve telsiz ekipmanları ve sair araç ve teferruatının yönetmeliği gereğince haiz olmaları lazım gelen durumları ve bu hususların denetimi; uluslararası sözleşmeler kapsamında olan gemiler için taraf olunan uluslararası sözleşmelere göre, kapsam dışında kalan ticaret gemileri için ise idare tarafından çıkarılan yönetmeliklere göre belirlenecek.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Orman Kanununa eklenecek düzenlemelere göre de büyükşehir belediyesi sınırları içerisinde olan devlet ormanlarındaki erişme kontrolü uygulanan karayollarında yük aktarmak için zaruri olan yükleme ve boşaltma işlemlerine ait geçici depolar ve bunların tamamlayıcısı olan tesislere kara yolu sınır çizgisi içinde kalmak kaydıyla ağaçlandırma bedeli alınarak izin verilebilecek.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Türk Sivil Havacılık Kanunu’nun Milli Sivil Havacılık Güvenlik Kurulu ve havacılık güvenliğine ilişkin hükmünde yapılması öngörülen düzenlemeyle, tüm yolcular, havacılık güvenliğinin ihlal edilmemesiyle sınırlı olmak üzere, havaalanlarına ve hava araçlarına geçerken yanlarındaki eşyaları ile birlikte teknik cihazlarla ve gerektiğinde el ile kontrol edilecek ve aranacak.</span></span></p>

<p><span style="font-size:22px"><span style="font-family:Tahoma,Geneva,sans-serif">Havacılık güvenlik tedbirleri, can ve mal güvenliğini sağlamak, hava araçlarına, havacılık tesislerine ve kişilere yönelik yasa dışı eylemleri önlemek amacıyla genel kolluğun gözetiminde özel güvenlik görevlileri tarafından da yerine getirilecek.</span></span></p>
